History and activities

NIC, Moscow was founded in the D.I.Ivanovsky Institute of Virology of Russian Academy of Medical Sciences (RAMS) in 1959 and functioned as Reference Center for respiratory viruses in USSR. It has close ties with National laboratories in different countries of the world and WHO Collaborating Centers as well, especially located in London and Atlanta.

In its activity the Laboratory of Etiology and Epidemiology of Influenza (E.Burtseva), Laboratory of Virus Ecology (I.Fedyakina), Laboratory of  Biotechnology (S.Alkhovsky), Laboratory of Molecular Genetic (A.Prilipov), Laboratory of  Respiratory Viruses with Study of Antivirals (L.Kolobukhina)  and State Collection of Viruses (P.Deryabin) are involved.

In 2014 the D.I.Ivanovsky Institute of Virology was jointed to Institute of Epidemiology and Microbiology named after honorary academician N.F.Gamaleya and now NIC functions in structure of FSBI “National Center of Epidemiology and Microbiology named after honorary academician N.F.Gamaleya” of the Ministry of Health of the Russian Federation.


Main functions

In influenza surveillance of human viruses: expert analysis of weekly influenza and ARD morbidity, hospitalization and mortality in different groups of population; immunofluorescence method and RT-PCR for detection of respiratory pathogens; virus isolation and typing; sequencing; serology studies.

In influenza surveillance among birds and mammalian: scientific expeditions for collection of field materials; virus detection (IFA, RT-PCR, ELISA, isolation, sequencing, selection of viruses as candidates for vaccines).

National Influenza Center collaborating with WHO (NIC, WHO).

Background.

The Order of the Minister of Health of the USSR No. 305 dated June 13, 1959, p. 8, stated: clause 1 "on the assignment of the function of the leading institute and the Regional Center for Influenza in the USSR to the D.I. Ivanovsky Institute of Virology of the USSR Academy of Medical Sciences"; clause 1a "Development of a scientifically substantiated analysis of the situation... in the USSR and foreign countries...".

In 1962, the USSR Academy of Medical Sciences adopted the Regulations on the USSR Regional Center for Influenza and its Support Bases, which defines recommendations (p. 1, General Provisions, cl. 3b) on cooperation (communication) between the D.I. Ivanovsky Institute of Virology of the USSR Academy of Medical Sciences and International Influenza Center in London, UK.

In 1967, the Research Institute of Influenza was established in St. Petersburg and most of the functions for influenza control were assigned to it (http://www.influenza.spb.ru/). In particular, the Order of the Minister of Health of the USSR No. 785 dated December 7, 1970, charged the Research Institute of Influenza with the function of the All-Union Center for Influenza and Acute Respiratory Diseases. On the basis of the D.I. Ivanovsky Institute of Virology of the USSR Academy of Medical Sciences, a Regional Center for Influenza and Acute Respiratory Diseases was created with the function of communicating with the World Influenza Center WHO and the relevant National Centers of other countries through correspondence, exchange of data on the incidence of influenza and acute respiratory infections, reference materials and visits to these institutions, in accordance with the procedure established by the USSR Ministry of Health http://www.who.int/influenza/gisrs_laboratory/national_influenza_centres/list/en/index3.html.

Since 2008, the WHO National Influenza Center has entered the unified surveillance system for the circulation of influenza viruses in the European Region with weekly provision of data on the incidence of ARVI in different age groups, laboratory diagnostic results, including RT-PCR, strain isolation, antigenic analysis, genetic analysis, antiviral sensitivity (http://flunewseurope.org/).

Member of the Global Influenza Hospital Surveillance Network (GIHSN).

The Global InfluenzaHospital Surveillance Network (GIHSN) was created in 2012 at the initiative of Professor Joan Puig-Barbera (https://www.researchgate.net/profile/Joan_Puig-Barbera), a specialist in the field of epidemiology and prevention through vaccines, with the participation of the Biomedicine Research Institute Valencia (FISABIO) and the collaboration of Sanofi Pasteur and Open Health (France). This network is based on a public-private partnership and includes hospitals in a number of countries located in different parts of the world that follow the same protocol (http://www.gihsn.org/).

The goal of the GIHSN is to improve understanding of the global spread of influenza in different territories using a standard protocol and data collection, as well as to obtain deeper and more accurate knowledge of the epidemiology of influenza, and includes: assessing the damage from severe forms of influenza, defined as hospitalization for community-acquired influenza infection or complications from the flu; qualitative distribution of various strains of the influenza virus (A (H1N1), A (H3N2), B/Yamagata-like, B/Victoria-like) among patients with severe forms of infection; evaluating the efficacy of seasonal influenza vaccination in preventing hospitalization using a case-control approach in age groups in which vaccination coverage is sufficient to obtain such an estimate.

In Moscow, GIHSN work is carried out on the basis of the D.I. Ivanovsky Institute of Virology of the Federal State Budgetary Institution N.F. Gamaleya National Research Center of the Ministry of Health of Russia in the laboratory of influenza etiology and epidemiology under the leadership of Doctor of Medical Sciences E.I. Burtseva in cooperation with the clinical department of the Clinical Hospital for the Infectious Diseases No. 1 of the Moscow Department of Public Health (Professor L. V. Kolobukhina). Every year, the Moscow site screens about 2,500 patients admitted to the Clinical Hospital for the Infectious Diseases No. 1 with signs of a flu-like illness. Among them, more than 1,500 hospitalized patients are selected to participate in the GIHSN study and are tested for influenza.
